Make ClipboardMonitor work with TestClipboard

We have a ClipboardMonitor class, but it's not hooked up outside of ChromeOS and AuraX11. It should be not too hard to hook it up to TestClipboard. Then tests that use TestClipboard can get notifications from clipboard changes via ClipboardMonitor, and avoid polling the clipboard.
