What steps will reproduce the problem?
(1) turn off signal/data and turn on data saver.
(2) navigate to http://www.cnn.com/2017/08/15/us/confederate-memorial-removal-us-trnd/index.html (or any page with embedded video?? - not confirmed)
(3) click on "download page later"
(4) turn on data
(5) wait...

What is the expected result?
Page to either download successfully or fail

What happens instead?
Chrome crashes with the attached stacktrace over and over again

Note that turning off data saver would result in the page downloading successfully.  It seems like there's a bad interaction between the data reduction proxy, embedded video, and offline page's background web contents?  Perhaps there's something we should set that we didn't...
