[Swanky] Device display is not working after suspend/resume.

Issue description

Chrome Version: 61.0.3163.47
OS: 9765.29.0
DUT: Swanky

What steps will reproduce the problem?
(1) Sign in to the device.
(2) suspend device.
     close lid/ run 'powerd_dbus_suspend'
(3) Resume the device.
     open lid/ press any key.

What is the expected result?
Device display should work properly after suspend resume.


What happens instead?
Device display is not working after suspend/resume.
Device displaying black screen(NO backlight).


Please use labels and text to provide additional information.
Note: Need to reboot the device to get device display working.

Facing same issue with "signout" and "switching between VT1 to VT2".

You duped to a closed issue that was filed for Candy only(also not all Candy boards), and the failed behavior shown immediately after recovery on OOBE.

This one is for
- Swanky boards
- only after suspend/resume

We need this bug to track Swanky fix.
