What steps will reproduce the problem?
(1) Reduce the width of the browser window to as small as possible
(2) Refresh the page
(3) 

What is the expected result?
The address bar should still be visible

What happens instead?
The address bar should is gone without any way to restore it, the only way is to restart Chrome. Which isn't the most ideal solution.
