Feedback report doesn't notify on network failure

Issue description

1. Disable/disconnect network interfaces.
2. Ensure Chrome knows it's offline by trying to visit sites and seeing an "offline" page.
3. Submit feedback via Alt+Shift+I.

Expected: A message box says "Thank you for your feedback. You are offline now, and your report will be sent later."

Actual: Chrome thinks the report succeeded. No message box appears. A new tab is opened pointing to the "thank you" Help page, and the tab is entirely blank instead of showing an offline message.

Note: I don't think this affects the actual *sending* of the report, i.e. the report probably still gets sent once connectivity is restored.

This is a regression. I will investigate.

Actually the dialog showed up after a few seconds! The report was being prepared all that time in the background and when it came time to upload it, it realized that the device is offline.

This can be easily seen on an ARC enabled device where it generally takes a bit longer to gather all the logs and prepare the report.

It's a matter of changing the order. This is not a regression.
