Steps to reproduce the problem:
According to launch bug  Issue 705566.

1. During the OOBE flow, disable the network.
2. Network not available screen is displayed .
3. Re- enable the network and observe for Checking for updates screen.
4. Old screen is replaced with the new one, which is as expected. But, this new screen is still not appearing as the one explained in the launch bug.

What is the expected behavior?
New 'Checking for updates' screen should be as per the launch bug (Issue 705566).
