The manifest JSON rules are checked at extension install/load time. We should ensure that we don't fail to load extensions with unrecognized keys in rules i.e. new ruleset files should be compatible with old chrome versions and vice versa. 

For e.g., if we introduce a new resource type, the new rules file should also load on old chrome versions.
