chromiumos-overlay/sys-libs/gcc-libs should install libatomic

Clang binaries built with --rtlib=libgcc that use std::atomic need to link against libatomic for that functionality. It's not currently installed.

can you provide a little more context? why are you forcing libgcc?
and why you need libatomic?
