Issue descriptionChrome Version: 62.0.3185.0 OS: Android What steps will reproduce the problem? (1) Enable network service in chrome://flags and restart. (2) Visit any site, like https://www.google.com. What is the expected result? The site loads. What happens instead? Net error page with DNS_PROBE_FINISHED_NXDOMAIN Apologies if this is already tracked elsewhere, didn't see anything that looked like this specifically under issue 598073.

I thought we weren't planning on creating a separate network process on Android? i.e., we should switch to creating an in-process network service.
