task manager stay on disconnected screen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.39 Safari/537.36

Steps to reproduce the problem:
1. open chrome taskmanager
2. move it to second screen
3. close
4. disconnect second screen
5. open chrome taskmanager

What is the expected behavior?
display taskmanager on the first screen, or in same screen request it.

What went wrong?
taskmanager hidden, because on the second screen not connected.

Did this work before? N/A 

Chrome version: 61.0.3163.39  Channel: beta
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Thanks for filing the issue! Tested in chrome #61.0.3163.39 and Canary #62.0.3187.0 on win 7 and not able to reproduce the issue.Please find the screen cast for your reference.

@baudav: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations and sample screen shot/cast of the issue which would help us to triage the issue further.

:( my english is very bad..

You not use 2 screens ?
Problem appears when you move taskmanager in the second screen (laptop + docking)
After remove second screen (or remove laptop from docking) The taskmanager is not on screen (main screen)

Thanks for the update! Tested the issue on chrome #61.0.3163.39,Beta #61.0.3163.49 & Canary #62.0.3191.0 in Windows 7 and was able to reproduce the issue.

This is a Non-Regression issue since seeing this from M45 #45.0.2404.0, Making the status to Untriaged so that the issue would get addressed.

Note : Windows specific issue and not able to reproduce the issue in MAC 10.12.6 and Linux Ubuntu 14.04.
