Progress bar in incognito mode is same color as non incognito mode

What steps will reproduce the problem?
(1) In Chrome VR, in incognito mode, go to wikipedia.com
(2) Select any link


What is the expected result? Expect to see a progress bar (also note that progress bar colors are different for Incognito mode. White vs blue).

What happens instead? No progress bar is shown.

A progress bar is shown in Chrome VR when not in incognito mode, so IMHO it would make sense to display one in incognito mode as well.

Summary: Progress bar in incognito mode is same color as non incognito mode (was: Progress bar not displayed in incognito mode)
Changing the title to reflect the only difference now since the progress bar does show up now and was fixed in  bug 753401

David, I rechecked the origin of the current colors, and confirmed they are correct.  Ie, they are supposed to be the same across normal and incognito modes.
