DCHECK for PendingAckTouchStart fails when the page is touched too frequently |

Issue descriptionWhile testing for https://bugs.chromium.org/p/chromium/issues/detail?id=755594, I found that if you touch the screen many times repetitively the DCHECK in LegacyInputRouterImpl::OnSetTouchAction for touch_event_queue_->IsPendingAckTouchStart fails. I could get this to occur in both https://output.jsbin.com/bedapa/1 and https://output.jsbin.com/yodibuy/1, but not any other pages.

I see this pretty often on my Nexus5 and I'm not doing anything special - just scrolling through pages.
