SVG: `click` is not fired when the target element was moved in the DOM on `mousedown` event.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. set up `mousedown` event handler on an element EL
2. inside of this handler re-append the element EL to the DOM
3. set up `click` event handler on the element EL
4. click the element EL

What is the expected behavior?
`click` event is fired

What went wrong?
`click` event is not fired

Did this work before? Yes 59

Does this work in other browsers? Yes

Chrome version: 60.0.3112.101  Channel: stable

I bisected this and it regressed in:
https://chromium.googlesource.com/chromium/src/+/1c12127b721f833f37b81553e19b8eb0392da651

@tkent, can you take a look? To reproduce with the testcase, click twice and there should be an alert but there is not.
