Steps to reproduce the problem:
1. Create registry key URLBlacklist with value *
2. Create registry key URLWhitelist with URL exceptions
3. All websites are blocked including whitelist

What is the expected behavior?
The whitelist would take precedence over the blacklist as it did in previous versions.

What went wrong?
As with previous versions, I expected the whitelist to override the blacklist as it is described in the documentation.
