YouTube videos should be downloadable by extensions

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36

Steps to reproduce the problem:
Try to find an extension to download videos from YouTube. 

What is the expected behavior?

What went wrong?
The web store doesn't allow that kind of extensions.

The reason why it's important having that extensions is because there are many situations where the Internet is not available, or there's a limit in monthly trafic usage.

For example, when I go in summer on holidays to my village the Internet there doesn't allow me to watch any video. So having some in my computer is a bliss. Otherwise I would be watching them directly from YouTube.

If I really need them, like in this situation, I would simply use a different web browser or software to get them, so effectively not been able to download them from Chrome is just an annoyance that leads to the same result.

That's why I recommend allowing this kind of add-on: people would still prefer using YouTube if they have access to it, and if they really need to get the videos they would do despite of Chrome.
