YouTube videos should be downloadable by extensions

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36 Steps to reproduce the problem: Try to find an extension to download videos from YouTube. What is the expected behavior? What went wrong? The web store doesn't allow that kind of extensions. WebStore page: Did this work before? N/A Chrome version: 60.0.3112.90 Channel: dev OS Version: All Flash Version: None The reason why it's important having that extensions is because there are many situations where the Internet is not available, or there's a limit in monthly trafic usage. For example, when I go in summer on holidays to my village the Internet there doesn't allow me to watch any video. So having some in my computer is a bliss. Otherwise I would be watching them directly from YouTube. If I really need them, like in this situation, I would simply use a different web browser or software to get them, so effectively not been able to download them from Chrome is just an annoyance that leads to the same result. That's why I recommend allowing this kind of add-on: people would still prefer using YouTube if they have access to it, and if they really need to get the videos they would do despite of Chrome.
