The content unexpectedly jumps during the hover on specific markup

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. Open jsfiddle - https://jsfiddle.net/my8bit/t0k38xau/5/
2. Try to scroll down and then move cursor from text to tooltip
3. A button will jump up and down depends on scrolling. Also, we can see that debugger tools showing the expected position of the button. See the attached video

What is the expected behavior?
Button stays in place.

What went wrong?
A button should not change the position even according to debugger tools. This is not expected by markup.

Worth to mention that this is reproducible in laptop's internal monitor. And button back to the position after dragging Chrome window from internal monitor to external monitor

ccameron@: I can reproduce this, but only with GPU rasterization turned on.
