Javascript form submit doesn't work window.open loaded a page

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36
Steps to reproduce the problem:
1. window.open('loading.html','name','menubar=no')
2. load existing form: var _form = document.forms['displayStmt'];
3. Set form target: _form.target = 'dispStmtWin';
4. Submit the form: _form.submit();
What is the expected behavior?
The popup window shows submitted form content.
What went wrong?
The popup window keeps showing loading.html
Did this work before? Yes 60.0.3112.90
Chrome version: 60.0.3112.101 Channel: stable
OS Version: 10.0

Window.open critical bug. The page shows a blank page.

I have the same problem with some clients, in new version with this same problem. Our strategy is the same, open window and post to him. The pop'up stay on loading.html too. Another user has create a new issue with the same topic: Issue 755507

Can you provide a URL to try this on? Can you collect a net-export log? http://dev.chromium.org/for-testers/providing-network-details
