mousedown for InputModel.emitTouchFromMouseEvent() clickCount is always 0

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. set touch enabled
2. click on any link
3. 

What is the expected behavior?

What went wrong?
can't send click event to inspector backend because clickCount is always 0

Chrome version: 60.0.3112.101  Channel: stable
OS Version: OS X 10.12.6

Thanks for the report.  It does appear that ScreencastView sends clickCount 0 when emulating any mouse events:

Input.emitTouchFromMouseEvent was never intended to be publicly used and is going away soon. Use Input.dispatchMouseEvent instead, which has proper clickCount. Follow  issue 754440  for more details.
