I cannot reproduce on linux with 60.0.3112.90. I hit reload on result page and am asked if I want to resubmit, if I click continue, it reposts the data. I have verified in chrome://net-internals that the data is reposted.
Can you please collect a networking log:
http://dev.chromium.org/for-testers/providing-network-details
I cannot reproduce on linux with 61.0.3163.39 either.
Duplicate of https://bugs.chromium.org/p/chromium/issues/detail?id=755519 and https://bugs.chromium.org/p/chromium/issues/detail?id=755483. Problem appears to be a missing Content-Type on refresh causing the webserver to not recognize the request content.
I am also using Windows 10, Chrome build 60.0.3112.101. 60.0.3112.90 was fine. You will probably not see this with those builds.
