Logging only works in incognito mode

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Example URL:
www.netflix.com

Steps to reproduce the problem:
1. Open a regular browser tab and go to www.netflix.com
2. Log in with an account; correct password does not work.
3. Now, open an incognito window and try logging in with the same password. 

What is the expected behavior?
The password should work in the regular browser window as expected.

What went wrong?
Something wrong with the latest update of Chrome is causing logging issues on multiple websites for me. Tried www.netflix.com and some other websites.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes The one before the latest version

Does this work in other browsers? Yes

Chrome version: 60.0.3112.101  Channel: stable
OS Version: 10.1

Have you tried removing the cookies & local storage associated with netflix?

Wonder if this is related to POST issues like  issue 755497 , there's been a spate of them today...
