[Chrome Vox spoken feedback] Notification layout is not consistent and uniform. |

Issue descriptionChrome OS version: 62.0.3176.0, dev build Platform version: 9840.0.0, dev channel cave device M-62 build Steps to reproduce the problem: 1. On user login, enable Chrome Vox spoken feedback. 2. Observe these two notifications-> ChromeVox enabled and ChromeVox Updated notifications. 3. Notification layout mismatch is seen between the two. For one, notification title and expand arrow button are not shown and for the other, it is displayed properly. 4. Consistency is not maintained for Chrome Vox notifications. What is the expected behavior? Notification layout should be consistent and uniform for all shell notifications. Refer the attachment.

As for title, we should show the title for all notifications. As for expand button, it's visible only on expandable notifications, not all notifications. Reassigning to Tetsui-san, since he is working for re-styling the new-styled notifications.

For the broken "ChromeVox enabled" notification layout, it was fixed in https://crrev.com/c/599133 . It should be in canary soon (Chrome OS version 62.0.3194.0). For the inconsistency between "ChromeVox updated" notification, it is blocked by https://crbug.com/751021 and I don't think it is going to be fixed in M62.
