[A11y Assessment - Function Keys] Issues navigating window overview mode with ChromeVox

Issue description

OS: Chrome
Version: 61.0.3163.38


1. Enable ChromeVox Ctrl Alt Z
2. Open multiple windows 
3. Press the Window Overview mode key

Once in this mode, try to use ChromeVox navigation (Search + right) to navigate through the different windows. It's not possible. Right now, the only way to cycle through these open windows is through pressing Tab. We need to ensure that a user familiar with and used to ChromeVox navigation can use the linear navigation keys - Search + Right. 

Secondly, it's not possible to access the X close button for each window using the keyboard or using ChromeVox. These close buttons need to be keyboard accessible, and they should be associated with the window titles so that ChromeVox can not only speak "close window, button" but 'close [insert window name] window, button" to speak aloud the window title. 

@abodenha, any idea who can take this on from the window overview side?
