Replace occurrences of TODO(fuchsia) with TODO(bug)

Issue description

We will use TODO(707031) instead of TODO(fuchsia) to call out porting-related TODOs.

The instances of TODO(fuchsia) that are already checked into the codebase should be migrated to TODO(707031).

If we're painting sheds, TODO(crbug.com/NNNNN) seems a lot more popular than TODO(NNNNN).
