Twitter notifications don't work in APK on launch

Issue description

Chrome Version       : 61.0.3163.27
OS Version: 7.1.2 (Nexus 6P)
URLs (if applicable) : mobile.twitter.com

Other browsers tested:
  I believe this works fine pre-WebAPK but haven't verified recently.

What steps will reproduce the problem?
1. Add Twitter pwa to home screen using Chrome dev
2. Wait for a notification
3. Ensure Twitter light and chrome dev are not running (kill Twitter light in task switcher)
4. Click on notification 

What is the expected result?
Twitter light opens to page referenced by notification

What happens instead of that?
Twitter light opens to the last page I was looking at

If instead I ensure Twitter light is running when I activate the notification it works fine.

Please provide any additional information below. Attach a screenshot if
possible.

Yaron and I have talked about this a bunch in the past.  I just realized the connection to running vs. not.  I think this makes it 100% deterministic.  Very frustrating as an active Twitter user though. Does this happen in all WebAPKs?  Or twitter specific somehow?  
Fix literally landed this morning. I'll post more in a bit when on computer. I think tomorrow's canary and the next developer from trunk should be improved

Twitter lite running or not shouldn't matter, it's just whether chrome browser process is still in memory. Regardless, I haven't personally tested the fix but I'm optimistic that this should work better in the next builds (note that dev is currently on 61 and the fix is on 62 - i think the next build will be from trunk tho)
