Moblab is not able to "Fetch Tests from Build" in the create job pags

[moblab] Change the apache settings to prevent threads crashing

The bug is that the "load test from build" functionality was
failing in the UI, examinne logs showed that apache threads
were crashing.

I took the new settings based ( but scaled on moblab ) on a
pycon presentation about running python / apache servers
http://lanyrd.com/2013/pycon/scdyzk/
