[A11y Assessment - Print] Issues with the Scale option |

Issue descriptionOS: Chrome Version: 61.0.3163.38 1. Enable ChromeVox with Ctrl Alt Z 2. Press Ctrl P to open print 3. Use ChromeVox (Search + Right) to navigate to More Settings, then press Search+Space to select. 4. Use Search + Right to get to the Scale option, then navigate into the edit field. The field is editable and also has arrows to change the value. But this is pretty weird with ChromeVox. - ChromeVox doesn't announce that it's an editable field, and it needs to - ChromeVox doesn't speak that it's currently at 100. It just says "0, min 0, max 0, scale" which is really confusing. This should tell you the min and max, but the max can't be 0. It should also tell me this is an editable field. - Then if I press Search + Right to go to the next item, I reach the up arrow to increase value, but hear nothing. Then I press again and get to the down arrow to decrease value, but hear nothing. These both need labels for what they are so screen reader users know. - If you focus the up arrow, for example, then you press Search + Space to activate it, you then hear "101" and your focus moves into the edit field again. This should read "101" as an alert, but then your focus should stay on the up arrow in case you wanted to keep pressing it. Each time I want to increase the value, I need to then press Search + Right to get back to that button, then press Search + Space, then my focus shifts so I have to press it again. This should be smoother.

FYI, the issues with the up-down buttons are due to https://crbug.com/665575 and can't be fixed via changes to the Print Preview UI.

This sounds like a general print preview a11y problem and is not ChromeOS / CUPS printing specific. Shall we tweak the components to reflect that?

Sure, that's fine -- we simply need to make progress on this though. Any ideas on who could own this work? Looking at this as part of the broader PE sweep.
