Issue descriptionContext: https://chromium-review.googlesource.com/c/614568/ was recently required because of conflict between reef-paladin and reef-uni-paladin which resulted in provision thrashing and slowdown of both builders.

Looks to me like this should be done along with the transition to static mapping of (model, pool) --> hwtest (the blocking bug). Please write this unittest when the static mapping is available / set to untriaged to put back in the queue when unblocked.
