1. Enable ChromeVox with Ctrl Alt Z
2. Press Ctrl P to open print settings 
3. Press Search + Right to navigate through item by item on the screen using ChromeVox

The buttons for zoom in, zoom out and fit to page only appear when you first open print, or if you hover with the mouse. If you are using keyboard to tab through this page, these buttons should be accessible via the keyboard. In addition, if you are using ChromeVox navigation (Search + Right), same thing -- these should be visible on the screen and accessible through the keyboard/screen reader, not just through mouse hover.
