memlog: Allow start/stop button to control lifetime of profiling process

In the new design, it should be possible to start/stop independent of a commandline flag. This would be useful for adhoc deployment to the field.

Status: Fixed (was: Available)
Stopping profiling is difficult with the concurrency model we have in the allocator shim, but there is a start button now in chrome://memory-internals.
