On first time opt-in, Playstore auto installation is broken. |

Issue descriptionChrome OS Version: 9592.82.0 Chrome OS Platform: 60.0.3112.101, stable build caroline, minnie, samus. Steps To Reproduce: (1) On new user sign in or first time opt-in. (2)Auto installation of Playstore apps takes lot of time. If you observe Playstore> my apps & games list, 'Google Play Games' displays as 'Download pending...'. Hence some of the 'Google Play' related app installation is halted. (3) After a certain time out, an alert notification is shown. Please see the screenshot. (4) On click of this notification once or twice, 'Google Play' services are restored. 'Google Play Games' is installed and rest of the auto installation progresses. Please refer the screenshots for more clarity. Frequency: Happens every time. Expected Result: On first time opt-in, auto installation must be rendered smoothly.

It look it's not an issue related to notification but play store. Elijah, could you triage?

Yury, I couldn't find a dupe for this in b/, is this already tracked? Seems like there are three issues: 1) GMS is not updated enough in the system image for the latest Google Drive version we're installing, causing a failure in other apps 2) many apps have "updates pending" from the built in system versions 3) PAI is taking a long time and it leaves apps in the "Download pending" state for a long time which looks like a failure I think we obviously need to fix #1, probably should do best effort to fix #2, and I'm not sure what we can do with #3, but if the others are fixed then this is maybe less of an issue.

#3 - I don't remember I see that problem in b. Looks like it is consolidated in this bug.

Recently we updated GMS to v13. This should be fixed already in M61+

However we can do nothing for earlier version. It is always race what we have in system image and apps, installed by sync or by PAI. In that case auto-update should resolve the problem.
