Issue description

For instance, in this feedback report

https://listnr.corp.google.com/report/70619483505

there are 91 "killed tab" messages and
273 "killed app" messages, and also 3960 "target memory to free"
messages and 2670 "skipped killing" messages.

To be fair, the chrome log covers 9 days of activity, from 8/4 to 8/13.
