"paste" command in the overflow menu before selecting an item |

Issue descriptionChrome Version: 62.0.3185.0 The overflow menu has "paste" command only in the check-select mode. It will be problematic when attempting to copy-and-paste files from a directory to another directory, especially when the destination has no files yet. The use case considered by this bug is: (1) Choose 1 or more files by long-tap (2) Tap the overflow menu button, then choose "copy" (3) Navigate to another directory (4) Try to paste the files there using the touch UI.

We need to decide where to put the new menu item(s) if we do this. We may consider this in conjunction with "select all" command ( Issue 572801 ). Here is the current overflow menu: ==================== New Window New folder ------ Show hidden files ----- Help ----- 1000.0 MB available ==================== For reference, the context menu of the folder background (when selecting no item) is like this: ============ Cut Copy Paste ----- Delete Zip seletion ----- New folder ============
