"paste" command in the overflow menu before selecting an item

Chrome Version: 62.0.3185.0

The overflow menu has "paste" command only in the check-select mode.

It will be problematic when attempting to copy-and-paste files from a
directory to another directory, especially when the destination has no
files yet.

The use case considered by this bug is:
(1) Choose 1 or more files by long-tap
(2) Tap the overflow menu button, then choose "copy"
(3) Navigate to another directory
(4) Try to paste the files there using the touch UI.

Current workaround is:
- Long-tap the destination directory on the left pane, then choose "paste into directory"
- Check-select 1 or more file in the destination directory, then find "paste" in the overflow menu.

We need to decide where to put the new menu item(s) if we do this.
We may consider this in conjunction with "select all" command ( Issue 572801 ).

This is definitely something we should investigate further. However prioritizing  crbug.com/755757  over this in terms of current behavior support.
