ARC welder only shows white page after being launched

Platform: 9765.21.0 (Official Build) dev-channel peach_pi

Steps to reproduce the problem:
1. install ARC welder
2. launch ARC welder

What is the expected behavior?
ARC welder folder will show welcome text and folder selection button

What went wrong?
There is only white page in the main display area.
There is no folder selection button and welcome text.

I also have this problem on Chrome OS 61. ARC Welder on Chrome OS 62.0.3193.0 (from the dev channel), however, shows an error message from the attached screenshot while trying to add the APK file.

This problem exists again on the newest beta (63.0.3239.26) and dev channel (64.0.3255.0) versions.

Console log from the chrome://inspect page:

[Deprecation] /deep/ combinator is no longer supported in CSS dynamic profile.It is now effectively no-op, acting as if it were a descendant combinator. /deep/ combinator will be removed, and will be invalid at M65.
