Remove all active smaug builders

This bug is inspired by:
https://chromium-review.googlesource.com/#/c/chromiumos/third_party/kernel/+/590809/
and https://bugs.chromium.org/p/chromium/issues/detail?id=735735

Smaug aka Dragon aka Ryu is now apparently maintained in a non-chromeos place, and cernekee@ tried to take down its kernel config. The CL wouldn't pass CQ / pre-CQ thanks to the smaug builders, but do we need those? 

If we don't, we can remove smaug-pre-cq from 
chromite/cbuildbot/config_dump.json
chromite/cbuildbot/waterfall_layout_dump.txt

cernekee@ already took it down from src/third_party/kernel/v3.18/COMMIT-QUEUE.ini
as part of the CL, is that CL the right place to remove it though? 

Notes from the rowan experience:
- this is a sheriff task (current sheriffs CC-ed)
- there is a GUI way to take down a builder from goldeneye, per bhthompson@

CHROMIUM: Remove smaug-pre-cq

smaug aka ryu aka dragon is not being hosted in Chromium OS anymore.
Remove smaug-pre-cq from 3.18 so we can also remove dragon's defconfig
from the 3.18 kernel, which is needed for chromium:748301.
