Currently it always binds to ResourceMessageFilter's URLLoaderFactory, while it should take Network Service's one when Network Service is enabled.

If both are enabled the code hits DCHECK in ResourceDispatcherHostImpl as the legacy code doesn't expect kURLLoadOption other than Synchronous one:
