On Windows, some types of tooltips are not displayed upon hover

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36 Example URL: https://en.wikipedia.org/wiki/Maxwell%27s_equations Steps to reproduce the problem: 1. On Windows, hover over a note or reference at any wikipedia page 2. Nothing happens What is the expected behavior? A tooltip should appear. What went wrong? A tooltip does not appear. Does it occur on multiple sites: Yes Is it a problem with a plugin? N/A Did this work before? Yes 59 Does this work in other browsers? N/A Chrome version: 60.0.3112.90 Channel: stable OS Version: 6.3 Flash Version: This works perfectly fine on Mac OS. Never had this problem before v60 AFAIK. Have seen also on another website but it is private so I can't share that. Will update with any other places I see this behavior.

Able to reproduce this issue on Windows-10 using chrome latest stable #60.0.3112.90 by following steps mentioned in the original comment. Observed no tool tip while hovering on note. abwickes@ Could you please confirm on which version of M-59 it used to work before? I have tested this issue on chrome M59-59.0.3030.0 and able to reproduce this issue. Note: This issue is not observed on Mac and Linux OS.

Retried the issue on Ubuntu 14.04, Windows 7,8.1,10 Desktop and Mac OS 10.12.6 using latest Stable 60.0.3112.101, canary 62.0.3187.0 and also checked on older version 45.0.4254.103 unable to reproduce the issue. Able to reproduce the issue on Windows 10 laptop Dell precision M3800 HiDpi. Issue is observed on older version of chrome #45.0.4254.103 as well. This is a problem with the wikipedia site. It specifically checks if the user agent has a touchscreen or not and will bind the click event as opposed to the hover event listener.

#10: I am running on a desktop PC with regular mouse and keyboard setup, no HiDPI (1080p), no touchscreen or similar peripherals, Windows 8.1 Pro 64-bit. #11: As I said, no touchscreen and I see the problem on a private page as well. How can I check for this behavior on the private page?

You can check the site via an Incognito Window. The relevant code is: https://en.wikipedia.org/wiki/MediaWiki:Gadget-ReferenceTooltips.js I'm not sure how isTouchscreen works where it gets that information. You might want to contact wikipedia.
