How to disable not allowing Top-frame navigations to data URLs

Issue description

UserAgent: Mozilla/5.0 (X11; Linux i686) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/60.0.3112.78 Chrome/60.0.3112.78 Safari/537.36

Steps to reproduce the problem:
1. Open a data URL at a new window
2. 
3. 

What is the expected behavior?
The data URL should be loaded

What went wrong?
Not allowed to navigate top frame to data URL: data:text/plain,<data> message at console

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 60.0.3112.78  Channel: n/a
OS Version: 
Flash Version: 

How to disable this implementation? Does a flag exist that would disable this implementation? If not, can we create the flag to disable this implementation?

According to [1] you can use a command line switch:
chrome --enable-features="AllowContentInitiatedDataUrlNavigations"

It's likely to be deprecated in the future though.
