Steps to reproduce the problem:
1a. Bring Chrome window out of focus, or alternatively;
2b. In Windows 10 Personalization settings, switch off "Show accent color on the following surfaces" for "Title bars"

What is the expected behavior?
Text (account name) should be readable and clear to read, perhaps with black outline to stand out against the white background.

What went wrong?
Text is blurry and illegible. No clear outline of the account name.
