Two finger touchpad now instigates a click instead of just scrolling

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.71.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.80 Safari/537.36 Platform: 9592.71.0 (Official Build) stable-channel caroline Steps to reproduce the problem: 1. In an android app on my Chromebook Pro, two fingered touchpad access used to scroll around, now it scrolls, but only after the app registers a click 2. 3. What is the expected behavior? It should just scroll around without registering an initial click (that's how it had worked since I got this machine.) What went wrong? It registers clicks in apps where it shouldn't WebStore page: Did this work before?
