60.0.3112.80 (Official Build) (64-bit) has broken Stumpy boots

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.71.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.80 Safari/537.36
Platform: 9592.71.0 (Official Build) stable-channel stumpy

Steps to reproduce the problem:
1. Update stumpy to 60.0.3112.80 (Official Build) (64-bit)
2. After update is finished, power down system
3. Power up system
4. You get an infinite system updating message (says not to power off).  See attached screen shot.

What is the expected behavior?
That the update is not infinite or doesn't appear at all.

What went wrong?
See attached.

Chrome version: 60.0.3112.80  Channel: stable
OS Version: 9592.71.0
Flash Version: 

I can resolve this by powering off (despite what message says).  Then power on again, and system boots normally.  Next time I power off, and then power on, the infinite updating messaging appears again.  In short, I have to power cycle twice every time I want to use Stumpy.

To be clear, this is "infinite".  I waited over two hours, and the message doesn't go away.  It's not actually updating, or if it is, the update isn't coming down or being applied.
