REQ: improve regression cookies manager UI

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.39 Safari/537.36

Steps to reproduce the problem:
1. very hard to manage cookies with very bad UI material design
a.from detail site displayed when by default store cookies only for session; no option to add site to accept cookies (after session) only bloc cookies or delete is accepted.
b.from settings.. more 16pages!!! The one who made this design does not use it !! ?? Not possible! 

What is the expected behavior?

What went wrong?
a. can you add option to set cookies store only session, and store always (when by default store only for session)
b. very hard UI design

Did this work before? Yes regression for UI only

Chrome version: 61.0.3163.39  Channel: beta
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

This seems more like a Feature request. Hence Untriaged and added appropriate component for further triage of the issue.

Yes this is a REQUEST after big regression for UI material design on PC with mouse. 
It's very hard now to manage cookies!
And when clic search and type domain... it's not to search in displayed list, but search in default settings page!

Why this very big regression, and very many line breaks?
