Steps To Reproduce:
(1) ChromeVox (spoken feedback) is enabled.
(2) During the OOBE flow, use ChromeVox Tab-Enter buttons for navigation.
(3) Enter the username, which moves next to the Password screen.
(4) Observe that during the Tab navigation, ChromeVox highlighted box is displayed outside the password screen. With the highlighted box, ChromeVox speaks of an unknown url (HTTPS....) which is no where displayed on the screen. 

Please refer the screenshot for more clarity.

Expected Result:
ChromeVox should not highlight outside the screen. It should not speak of unknown information that surprises the user.
