Sites using old versions of jquery.scrollTo library may not work with Chrome 61 |

Issue descriptionChrome Version: Chrome Beta, 62.3182 OS: Win 10, OSX What steps will reproduce the problem? (1) Visit intentionalmagic.com (2) Click on any of the 3 buttons (marketing, development, request a quote) (3) The site is not responsive What is the expected result? You jump to the section of the site selected. This site works for me in Chrome 59 and 60. It also works on IE. However, it does not work in Beta 61, or Canary. I am able to reproduce this every time. (This is from a user feedback report.) What happens instead? Nothing happens.

This is a regression started in M61 before the branch and please find the regression range below : You are probably looking for a change made after 481207 (known good), but no lat er than 481208 (first known bad). I logged an issue against the wordpress theme but it appears it was just doing a bunch of server side work. See https://wordpress.org/support/topic/autoptimize-doesnt-scroll-in-chrome-61/ It looks like this site is using jquery.scollTo version 1.4.5 which has the flawed code. Seems it is related to sites using the old versions of scrollTo; this was fixed when we last attempted to ship this feature: https://github.com/flesler/jquery.scrollTo/issues/101

Searching on httparchive. Searching for _scrollable = function which seems to be a determining factor that the library is present on the page. Returns about 1224 sites or about 0.26% of sites in httparchive. Spot checking a number of the sites I can't determine what is possibly broken. Searching sites and looking for calls into libraries I don't necessarily see it is actually used. I'm wondering if this library is just packaged together with something and that is showing the high usage.
