Wrong Bookmark Folder opened on touch when cursor is over a different folder

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3178.0 Safari/537.36

Steps to reproduce the problem:
1. Put mouse cursor over a folder in the bookmarks bar
2. Touch another folder with a finger

What is the expected behavior?
The menu for the folder that is touched should open

What went wrong?
The menu for the folder that the cursor is over opened instead.

Did this work before? N/A 

Chrome version: 62.0.3178.0  Channel: dev
OS Version: 10.0
Flash Version: 

If the cursor is over a bookmark (not a folder), everything works as expected: the correct folder is opened on touch

Able to reproduce the issue on windows 10 touch laptop using chrome canary M62 #62.0.3184.0 and dev M62 #62.0.3178.0 and beta M61 #61.0.3163.39.

This is a regression issue broken in M61.

Using the old bisect script providing the bisect results,
Good build: 61.0.3143.0(Revision: 482834).
Bad build: 61.0.3145.0 (Revision: 483574).

You are probably looking for a change made after 482970 (known good), but no later than 482982 (first known bad).

I checked today on Chrome 67.0.3396.79, it works fine. I will close this issue, if someone still have this problem, please let me know.
