It looks like the cookie is ignored when Chrome fetches the Web Manifest. We need to find a new way to get a one off

Dominick: any idea whether we intentionally dropped cookies for the manifest requst?

As per https://w3c.github.io/manifest/#obtaining, you need to specify crossOrigin="use-credentials" in the manifest link rel tag for Chrome to send credentials with the manifest request.
