[Payments] Log usage of non-basic-card, non-URL payment methods

Currently, non-URL PMIs like tokenized-card or interledger are not included in PaymentRequest.Events.

Currently Chrome allows using only basic-card, interledger, and soon basic-credit-transfer PMIs. All others are discarded. Should the logging be happening before or after the discard?

Let's discuss offline if we should bundle in REQUESTED_METHOD_W3C_OTHER, REQUESTED_METHOD_URL_OTHER, REQUESTED_METHOD_SHORTNAME_OTHER or something like that.
