Add three boards to toolchain builder configurations.

This CL adds 3 more boards to the *-toolchain builder configurations
(to allow for more complete testing of all platforms before a
toolchain upgrade).  It also removes two redundant boards from the list.

BUG= chromium:754803 
TEST=Successfully ran run_tests script in cbuildbot directory.

Update rotating builders list to match chromeos_config.

Add 3 new boards and remove 2 redundant boards from the rotating
builders list, to match the complete list for the rotating builders
in chromeos_config.  This should (currently) represent a complete
list of platforms to test before toolchain upgrades.
