Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS armv7l 9460.73.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.134 Safari/537.36 Platform: 9460.73.0 (Official Build) stable-channel veyron_minnie Example URL: NA Steps to reproduce the problem: 1. In Settings, under Advanced, Privacy and Security, choose "Keep Wi-Fi on during sleep." 2. Let Chromebook sleep or close lid. 3, Hit key on keypad or open Chromebook. 4. Chromebook will be restarting Wi-Fi, current browser page may try to load and fail. What is the expected behavior? Wi-Fi should stay on during sleep. What went wrong? Wi-Fi disconnected during sleep regardless of setting. Did this work before? N/A Chrome version: 59.0.3071.134 Channel: stable OS Version: 9460.73.0 Flash Version: Wi-Fi connection on my router is deleted IMMEDIATELY after I close the lid on my FLIP. I cannot provide detailed connection information at this time but clearly, Chrome must not be requesting a connection that stays alive until router receives disconnect request (i.e. when shutting down.)

Wi-Fi stays up during sleep if lockscreen is enabled. Option to keep Wi-Fi on during sleep should be greyed out if lockscreen is not enabled. Dependency should be added.

IIUC, "Keep Wi-Fi on during sleep." feature is not completely implemented yet. Can we grey out the option, so users don't get confused?
