Cleanup the unit test section verifier

SectionDescriptor and ItemMatcher are currently in NewTabPageAdapterTest but might be useful elsewhere. It also does not nicely support things outside of a classic section (e.g. SignInPromo, Sites, Contextual Suggestions...)
