Regression: Swipe gesture doesn't work any more

Issue description

Chrome Version: 62.0.3182.0 Canary
OS: macOS 10.12.6
Hardware: iMac 21.5 late 2012 / Magic Mouse 1

What steps will reproduce the problem?
(1) Visit page A
(2) Visit page B in the same tab
(3) Now do a swipe left on the Magic Mouse to go back to page A

What is the expected result?
The swipe back arrow icon should appear on the left side on the page and you should be navigated back to page A.

What happens instead?
Swipe gesture doesn't work.

Please use labels and text to provide additional information.
This is a regression.

This seems to be a Magic Mouse issue only. It is working correctly with the Trackpad of my MacBook Air 11" Mid 2012.

Create gesture begin/end events for scroll wheel events.

When building against a 10.11+ SDK, and running on 10.11+, begin and end gesture
events are no longer sent. We need to manually trigger the corresponding logic
within Chrome.
